Why moral education is most responsible for minor getting involved in crime?

n my country Germany young people are not responsible if they are younger than 14 years, between 14 and 17 years a special law for young delinquents must be used. If the are older, the judge can decide to take the offender as still juvenile or adult.

The idea to free the <14 years old is the assumed non understanding and weighting of the criminal account.
