why more serious burns are caused by steam at 1000c than water on the same temperature

Although they have same temp. But steam causes more severe burns because it's molecules have more kinetic energy because they are in gaseous state as compared to water they have less kinetic energy.

2. When steam comes in contact with one's body, it releases extra heat of 540 calories per gram and causes a more serious burn than that caused by boiling water.
