Developing countries are not able to achieve 100% of literacy rate because: increase in population, which in turn is the important root cause for majority of the population and countries of the world to not being able to achieve 100% literacy rates. For Instance in India where Right to education and literacy is one of the basic fundamental right, most of the population of the country is highly illiterate because they have not been able get basic qualification that is 10th or even 12th as a result of poverty. Poverty also plays a major role in illiteracy.
