Therefore every school will report high literacy, regardless of how truthful the number is. In other words, it's probably a lie B) no immigration -- Nearly every democracy, on the other hand, has migrants. While many can read, a sizeable percentage cannot read in the language of that country, which marks them as functional illiterate. Other migrants come from poverty and cannot read in any language. Those folks lower the overall literacy rate. C) force -- communist countries can force a person to learn to read by literally imprisoning them until they do.
