During winters North-east monsoon winds influenced the climate of India.

The North-east trade winds flows from land to sea. So, it doesn't carry any moisture and passes through India by causing no rainfall. After reaching the Bay of Bengal it absorb moisture and causes little rainfall in Tamil Naidu only.

Therefore the other regions remain unaffected and India recieves little rainfall in Winters
