we know that the position of centre of gravity depends on the distribution of mass(or on the shape of the body).the center of gravity of the body lies where the mass is concentrated.thus in the case of the flywheel it is it's rim.
we also that the stability of the body is maximum when the centre of gravity lies closest to the earth.hence by the concentrating. mass in the rim .the intention is to get the maximum balance.
