Because it is lighter than water so it floats on water and does not mix with it.

Not only mustard oil but all the other triglycerides are nearly immiscible in water. It doesn't mean that they are totally immiscible. They can be miscible in water on some extent (less than 1%) only because of glyceryl portion attached to it. Short chain triglycerides are having more solubility than higher chain triglycerides and as the number of C- chain increases, the solubility decreases. So in case of mustard oil, it contains large proportion of unsaturated long chain fatty group such as erucic acid. Thats why the solubility of mustard oil in water is less than the coconut or palm oil.
