NaCl is an ionic compound that forms Na+ and Cl- ions in water, and therefordissolves into the polar water. ... CCl4is insoluble because it is non polar. If a compound dissolves in water it is because like water, that compound is polar.

Hope this helps you

Remember this line "Like dissolves Like"

So, polar solvents dissolve polar substances, while non-polar solvents dissolve non-polar substances.

NaCl is polar and is 'not' soluble in a non-polar solvent like CCl₄; rather it can dissolve in water, which is a polar solvent.

Hope it helps!!
