Natural satellites are built from the dust cloud that collapsed to form the solar system. When the dust cloud collapses, the angular momentum of all the various components gets averaged out into a single flat disk. Any angular momentum across the disk gets cancelled out components carrying it "cross the traffic" of the main disk. It ends up a disk of matter, all in the same plane and rotating in the same direction. This then accretes into the sun, planets, and moons. But they will all be in more or less the same plane and rotating in the same direction.
