why navigation is a problem around new foundland?

Depends where you are going and how. Marine navigation? Lots of fog, rocky coastline, high winds are frequent. Driving? Few roads, sometimes big moose crossing the road (especially at night), potholes every spring (the climate is rough on the roads). Snowfall can be heavy. By air, the weather is unpredictable year round. Freezing rain, galeforce winds. Sometimes in winter flight delays are LONG.
But all these hazards should not lose sight of the good side--some gorgeous views (could be a problem if they distract you), little traffic in most places, fresh pine scented air…and so on.

That is because of dense fog present there which is caused due to the meeting of gulf stream (warm stream) and Labrador stream (cold stream).
