Bescause the atmic size of neon is derived by vander waals radius where as other atoms radius is derived by normal so according to vander walls radius it is bigger than fluroine but smaller than lithium

Hope this helps

Answer:

neon is a noble gas ( outermost shell is filled ) and noble gases have always highest atoms hence it's not smallest in second period
