The full valence electron shells of these atoms make noble gasesextremely stable and unlikely to formchemical bonds because they have little tendency to gain or lose electrons.

Noble gases do not participate in chemical bonding because their outermost shell is complete. And chemical bonding is take place by donating of electron but noble gases do not have capacity to gain or lose their electrons. So,they do not participate in chemical bonding.
