Why northeast india is not mentioned in national anthem?

Let us understand the translation for Indian anthem first.Thou art the ruler of the minds of all people,

Victory, victory, victory to thee.If you observe it is only 8 regions which find its mention in the anthem,which does not imply all other parts of the nation is not represented. In the era when anthem was written by Tagore, these were the major areas under British control (NE was having much more autonomy and British did not interfered in the region) and hence described in the anthem.And the word “India” in the anthem includes each one of us.
