In the southern hemisphere, the sun is in a vertical position over the Tropic of Capricorn, so India being present in the northern hemisphere experiences cold temperature during the sun being present in the southern hemisphere, the concept simply being rotation around the sun.
So, northern part of India is chillier and experiences cold waves during winter season.
As the earth rotates on its axis and when the tilt of the earth toward the sun is at the maximum, then it results in hot summer season.

During the winter conditions the sun is directly over the ‘tropic of Capricorn’ and because of that India faces cold wave conditions with winter season during that period.
The sun rays fall vertically over the ‘tropic of Capricorn’ which creates a cold condition. Secondly, due to global warming there are severe cold wave conditions in winter in the ‘northern part of India’ during the winter season.
