Northern part of India is located near the river bank and you can find huge rainfall during monsoon in these regions.

But in the case of south India, you can find some large water channels, and such cities are not situated on the bank of rivers.

Apart from that, sewage system of northern part is also a cause of flood and rainwater can easily pass through the water channels in south India, but underground water channels are the only source to pass the rainwater in Northern India.
