Why not all of the service sector is growing equally well?

Not all of the service sector is growing equally:
1. Service sector in india employ different kinds of people.at one end there are a limited number of services that employ high skilled and educated workers.
2.At the other,there are a very large no of workers engaged in services such as small shopkeepers,repair person,transport person etc.
3. These people barely managed to earn a living and yet they perform these services because no alternative opprotunities for work are available to them
