The mass of the Earth is much greater than the mass of the oceans. Hence the gravitational force of the Earth is much stronger than that of the oceans and the water cannot escape.

Further, there must be a celestial body (like a planet) near the Earth with a gravity strong enough to pull away the water of the oceans.

The Moon is the nearest body to the earth. We have tides because the gravity of the Moon is attracting the Earth. But it is much smaller and the gravity is not strong enough.
