Why not soap doesn't form lather in hard water

It is made up when alkali reacts with fatty acids. hardness of water is due to calcium and magnesium ions. when soap is added to hard water, calcium and magnesium ions replaces sodium (or potassium) ions in the salt (soap) and gets precipitated hence lather formation is hindered.

Soaps contain sodium and potassium salts of long chain fatty acids and when they are added to hard water which contains calcium and magnesium ions .They form insoluble calcium and magnesium ions when sodium and potassium soaps are added to water.Hence they form scum like layer .This indicates that they do not form good lather with soap ,whereas softwater gives good lather with soap.
