When we talk about the Universe itself, we need to use the theory of General Relativity. It fits the observation of galaxies and clusters receding from each other and the data of cosmic microwave background radiation etc. Viewed that way, nothing in the Universe is absolutely stationary.

Answer:

According to Einstein's theory of relativity, any person who is moving can say that he is stationary and the rest of the world is moving, and he'll be right. That is as long as the person is in an inertial frame of reference (i.e. has a constant velocity). This is because nature treats all inertial frame of reference in the same way. To make a long story short, motion is relative. You cannot ask if something is stationary or not until and unless you specify a frame of reference from where the object is observed.
