Explanation:

It is so because the charge of the atom is determined by the protons and electrons of the atom . if there are more protons then it's charge is positive if it has more protons then it is negatively charged . So, the if the atom is neutral then the element is neutral . therefore, if the number of protons and electrons are same then the charge will be neutral .
