You know that sun'n light is made up of seven colours. In which the red color has the maximum wavelenth of 0.7 microns and violet (patially blue) colour has minimum wavelength of 0.4 microns. When insolation(incoming sunlight) enters into the atmosphere of earth the rays are scattered due to small microscopic particles (called aerosols). This phenomenon is called as scattering. In the visible light rays violet coloured rays are scattered more (as the wavelength of violet being less,it is more affected by scattering). This is the reason why the sky is appears blue.
And this also the reason the oceans appears blue. Because the water is also colorless as space.
