Why of o horizon dominant in forest but not in grassland ???

O horizon is found in forests only it needs an abundance of plants and trees to form O horizon soil. Grasslands do not have plants and trees required for the formation of O horizon soil. O horizon soil decomposing bacteria and worms which break down the organic material into top soil
