why one the conditions for the formation of a covalent bond is - The electro negativity difference between the combining atoms should either be zero of negligible ?

A difrnce of less thn 2 btwn atoms leads to covalent bond formation. The nearer the dfrnce in electronegativity btwn atoms comes to zero,
