Why only at thresold voltage ther will be electrons?

A/c to Modern physics,the minimum voltage supplied to start the photoelectric phenomenon is called threshold voltage. E =hv
According to higher analog electronics ;it is minimum voltage supplied to diode or transistor to turn it ON or to make it operate.
In general, the minimum voltage at which conduction characteristic of an electronic device first appear.
The energy corresponding to this voltage excites the outer most , most loosely bounded electron s to break the nuclear attraction. If this certain energy is not absorbed by the electron ,it is unable to break the attraction and hence the electron jump.
