Why only few private memeber bills become laws despite of more no of bills introduce in parliament?

The reasons for so few bills being passed or even tabled are obvious:

  • There is negligible chance of a Private bill getting passed because the party who forms the government has the highest count in the Lok Sabha. They will not allow the bill to be passed even if it is passed in Rajya Sabha.
  • The government sees any Private bill as an intrusion in its domain of legislative initiative. If the bill gets passed it would highlight its incompetence or lack of awareness of the needs of the country.
  • Both the Rajya Sabha and Lok Sabha have fixed a day and time slot when Private bills can be tabled. The time allocated is deliberately very less, hence allowing very few Private Bills to even be tabled.
