why only magnesium and manganese liberate hydrogen when they react with HNO3?

This happens because HNO3 is strong oxidizing agent and when it reacts with a metal other than manganese or magnesium it tends to  reduce itself to one of the nitrogen forms(nitrate, nitrite, nitride). However this does not happen when manganese or magnesium react with it.

Because manganese and magnesium are reactive element than hydrogen and when manganese or magnesium reacts with HNO3 the displaces hydrogen and hydrogen is formed as gas .
