Metals are used to produce electrical wires because of electron sea theory or electron gas theory. Metallic bonds is the free valence electrons and metal positively charged ions bonded together. In the metal lattice , metal atoms lose their outer electrons and become positively charged ions. The outer electrons of the atom no longer belong to any metal atom and are said to be delocalized, which means that they do not belong to any one atom but move freely between the metal ions like a cloud of negative charge. This is called the electron sea theory. And that is the reason that electricity can pass through the metals and thats why metals are used in wires to conduct electricity.

Hope the answer would help.
