Why orissa and bihar continue to be the two poorest states with poverty

Odisha is a land, which is well known for its rich culture, history, tourism and natural resources. But this nature's blessed land lags behind others. Despite being rich with abundant natural resources like Bauxite, iron ore, Manganese, Chromium, Coal, it is positioned on the top of poorest state list in India.
But sadly when the image of Odisha portrays itself or by anyone across the world these images come to account.
Bihar ! A state that witnessed golden period of Indian History, is now supposed be the most backward state because of some reasons. As a Bihari I would like to mention the reasons behind the tag “The Backward state”.
There are plenty of reasons in each and every field of work that makes Bihar a backward state. First of all is corruption is at the top. A number of political parties are there in Bihar but none of the leaders from any are trustworthy. Under the likes of Mr. Laloo Yadav the corruption is at the peak. The leaders make fake promises and innocent (mostly uneducated people) vote for them realizing that the Govt. will fulfill their demands, but it hardly happens.
Mafias are ruling the state : Most of the mafias are ruling the state by joining the politics. The law and order is at a critical state. The so called Bahubali(Criminal+ Politician) take bribe from businessmen make their factories run illegally, as there are some factories which are using govt. electricity forcefully. None of the IAS or IPS officers are gonna challenge them as they are having a very strong connections with the state government and it may lead to the transfer of the officers.
Brain Drain : Most of the skilled people from Bihar are not staying in Bihar, as they contributing to the other states because of various reasons.
Less focus of the Central government : Central government is not giving too much importance to this state.
Literacy rate : Bihar is lacking in Education also. The reason is very simple; There is a huge scarcity of quality teachers in all the government schools. (Government is very much focused on Madhayan Bhojan Yojna(Mid-day meal scheme) or Poshak Yojna(Clothing scheme)), instead of focusing on the quality of education.
