Soap solution is a hypertonic solution i.e., more concentrate than our skin cells. ... During washing of clothes, exosmosis takes place in the skin cells. This leads to shrinkage of skin over the fingers while washing clothes for a long time.

when we wash our clothes our hands are exposed to water for a long time. Our hand behave as and hypertonic solution and outside of our hand behaves as an hypertonic solution. Hence, water flows from high concentration to low concentration the water is not entering your hands it actually leaves them and hence they shrink.
