Not all of the nail and hair are dead cells. For nails, the growing part is under the skin at the nail's proximal end under the epidermis, which is the only living part of a nail. ... Hair, nails, and skin are all made of protein. Your body, if your healthy, will continue constantly to produce protein.

Answer:
Our nails and hairs are made up of keratin, hairs grow from follicle and nails grow from matrix. Both follicle and matrix are made up of epithelial cells and grow when they proper nourishment. When the cells multiply, they push out the older cells and then older cells become dead. These dead cells are visible nails and hairs.
So, nails and hairs are considererd dead.
