because the concentration of oxygen is low in body tissues and high in blood capillaries due to continuous consumption of oxygen by the cells for body metabolism that's why oxygen moves from blood capillaries to body tissues. But at the same time the CO2 concentration in our body tissues is high due to continuous production of it in body cells thus CO2 moves to blood capillaries where its concentration is low.
