The handle needs to be made of something that does NOT conduct heat very well. A metal handle would become red-hot.
Pressure cooker handles are made up Bakelite; a thermosetting plastic. Bakelite is used because it has heat-resistant properties and is an electrical insulator.

Most handles are made in a composite of Polyamid 6 or 66 (Nylon) and short Glass Fiber. This composite is very good at holding high temperatures. Manufacturer may still use injection molding, making it a highly cost effective solution. Some are made with thermosetting plastics like Bakelite, with higher manufacturing costs.
