Why paddy can not be grown in winter season ?

As kharif crops like paddy need a large amount of water and they are mainly grown in the season of monsoon to fulfill the the required amount of water as they need and during winter there is not too much raining as they want so kharif crops like paddy cannot be grown in the winter season
