Pakistan can't be called Democratic country during the rule of general Mubarak....
Because...
He was Commander in chief of Pakistan and they lead army governance in Pakistan and we know that democracy is leads by a party which is elected by people not by army....

Pakistan cannot be called a democratic country as at that tym it was riled by military leader general pervez musharraf
