Pakistan under General Pervez Musharraf should not be called a democracy because of the following reasons:

1) Under Musharraf, rulers were not elected by the people

2) The rulers could not take the final decisions.

3) The power to take final decisions rested with the army officials and General Pervez Musharraf himself and none of these were elected by the people.
