People might have elected their representatives to the national and provincial assemblies but these elected representatives were not really the rulers. They could not take the final decisions.

The power to take final decisions rested with army officials and with General Musharraf, and none of them were elected by the people.

Pakistan under Musharraf’s rule cannot be called a democracy due to the following reasons:-

1) MILITARY COUP- In October1999, General Parvez Musharraf led a military coup and

overthrew a democratically elected government.

2) REFERENDUM- In 2002, he held a referendum- which gave him extension for 5 years. Media

reported that the referendum was based on malpractices and fraud.

3) AMENDMENT IN CONSTITUTION- In 2002, he amended the Constitution, according to

which the President can dismiss the national or provincial assemblies.

4) CIVILIAN CABINET- The work of civilian cabinet is supervised by a National Security

Council, which is dominated by military officers.

5) ELECTIONS- Although elections were held but the final power rests with military officers and

General Musharraf himself.
