Because Pakistan is under control of it's army .....
SO it can't be termed as democratic country......

The Pakistan cannot be called a democratic country because:---
1. In 1999 general Pervez Musharraf took over the government.
2. In,2002 he issued a Legal Frame Work, according to which he amended the constitution. It gave the president right to dismiss provincial assembly.
3. The work of civilian cabinet was supervised by a National security council which was dominated by the military. After law has passed, elections were held in the societies.
Therefore, there were elected representatives that has some Power,but final power was under military and General Pervez Musharraf.
So,it can't be a democratic country because in democratic country central power must rest with those who are elected by the people.
