Pakistan may not be called a democratic country under Parvez Musharraf's rule as:
1.)People may have elected their representatives but they were not the real rulers of the country.
2.)They couldn't take the final decisions.
3.) The power to take final decision was with the army officers and Musharraf himself.
4.)Referendum that helped him was based on malpractices and fraud.

Pakistani government under Pervez Mussharraf should not be called democratic. This was because of the following reasons :

1⃣➖General Pervez Mussharraf led a Military coup in October 1999. He overthrew a democratically elected Government and declared himself the 'Chief Executive' of the country.

2⃣➖He changed his designation to the President and in the country that granted him a five year extension.Pakistani media, Human Rights Organisations and democracy activists said that the referendum was based on malpractices and fraud.

3⃣➖ In August 2002 issued a 'Legal Framework Order' that amended the constitution of Pakistan according to the order the president can dismiss the national of the provincial assemblies. The work of civilian cabinet is supervised by the national security council is dominated by military officers.

4⃣➖After passing this law elections were held to the national and state assemblies. So Pakistan had, elections elected representatives had some power but the final power rest with the military officers are the General Musharraf himself.

5⃣➖So clearly there are many reasons why why Pakistan under Pervez Mussharraf should not be called a democracy.
