This phenomenon is due to inertia . Inertia resists the state of motion of a body .This is newtons first law. This is because the lower part of the body of the passenger starts moving with the bus but upper part tries to be at rest.

When passenger is sitting or standing in a stationary bus both the bus and the passenger are at rest.
When the bus starts suddenly the lower part of the passengers's body starts moving forward with the bus.
But the upper part of the body tends to remain in the state of rest due to inertia of rest.
As a result, the passengers tends to fall backwards.
