Pb and I both are non metals. ... Pb is more stable in its +2 oxidation state because in this state it has half filled 3p3 orbital while in +4 state it has partially filled 3p. In PbI4 Pb will have to be in +4 state so rather going in its +4 state when Pb react with I is takes up 2 electrons and form I to form Pb2+.
