why Pbo2 is stronger oxidising agent than Sno2?

In p block elements, the last element of the group show inert pair effect. In inert pair effect the inner ns orbital of valence electrons do not take part in hybridization and become inert. So the stable oxidation state become 2 less than the general oxidation state of group. For eg in Sn and Pb belong to carbon family with general +4 oxidation state but Pb being last element of group shows +2 as more stable oxidation state. PbO2 has +4 oxidation state so it gains two electrons and become PbO in +2 oxidation state and reduces itself and oxidises other.
