It is because phosphorus has vaccant d orbital and can form 5 bonds but nitrogen does not have vaccant d otbital and thus can form only three bonds NCl3 can be formed but notNCl5.

Hello there...!
I'm Rajdeep!!

Nitrogen molecule is a covalent molecule, in which two nitrogen atoms are linked with strong triple bonds. High temperature (above 3000°C) is required to break them. Thus nitrogen cannot easily unite with chlorine to form compounds like NCl5 directly. However, Phosphorus is a non metal, which is monoatomic...so it directly combines with Cl2 to form PCl3 and on further oxidation, PCl5.

You can prepare NCl3 by reacting ammonia with excess chlorine....
NH3 + 3Cl2 -------> NCl3 + 3HCl

But direct combination won't take place...so NCl5 cannot be formed
