People don't know where to throw garbage away,so they don't clean...
And also some people think they may not have time or ability to clean up....
Let's encourage people to make the beaches clean.....

there is not that everyone dont keep their beaches clean, some people do but most of the people dont care about their environment or surroundings. u can take example of anything like roads. in india most of the roads are dirty.
