Why people living in higher altitudes have more rbc than the people in plaines?

An elevation of land or air above 1200 mts is considered as high altitude. 
As the altitude increases, the atmospheric pressure decreases. Thus reducing the level of oxygen. 
People living at higher altitudes are used to the lower density of oxygen molecules in the air. They have higher levels of hemoglobin (red blood cells) in their blood which helps them to take in more oxygen. 
In contrast, people living at lower altitudes have lesser hemoglobin concentrations as they experience a higher density of oxygen molecules in the air.

It is found out that the amount of oxygen on the summit of Mt. Everest is only one third of that found at the sea level

And why do athletes like to train at high level altitudes just before an important competition?

Athletes usually like to train at higher altitudes right before an important competition as a week or two after returning, their hemoglobin concentrations will return to normal. With the increase in hemoglobin concentrations, the athlete's performance during the competition should improve. 
Studies have found that living at high altitude and training at low altitude (live high/train low) leads to increased performance, increased red blood cell mass and increased VO2 max. 
So, maybe living at a high altitude and training at a low altitude could be more effective than training at high level altitudes?
