Why peraisomer dechlorobenzene has zero dipole as compare to orto and meta?

cuz in para isomer both the groups are in exactly opposite side and thus effectively cancelling the -I effect of each other and we see zero net dipole moment.
whereas in case of other isomers this doesn't happen as both cl atoms are not in opposite side.
I knw it's not completely right but to some extent it can be used.
