Why percapita consumption of steel is low in India?

The per capita consumption of steel is low in India due to following reasons: Poor infrastructure. Nearly ¾ of Indianpopulation live in villages which require very small quantities of steel. To carrysteel to these areas is difficult because of improper means of transport.
