Per capita income is not the proper criteria for measuring development of a nation as per capita only shows the average income of a person & it does not tell about how the income is distributed among person.
For example:- Consider a place A & B with 5 persons.
In A the income of 5 people are 10000 each and in B income of persons are:-
48000, 500, 500, 500, 500.
Both places have same per capita income but A is more developed than B as income is equally distributed.
