if phenol loses an H+ ion, it becomes a phenoxide ion which is highly resonance stabilized so phenol tries to give out an H+ inorder to stabilize itself. so it is more acidic. in the case of ethanol it doesn't participate in resonance after the loss of H+ , so phenol is acidic than ethanol
