Why phenol with dilute hno3 gives ortho as major products

Nitration of phenol with dilute nitric acid dilute the mixture of ortho nitrophenol and para nitrophenol but the major product is ortho nitrophenol (30%-40%) since it is an electrophile aromatic substitution reaction
