why phosphorus has more than one valency?

not only in phosphorus but in almost all the elements from p, d and f blocks have more than one valency

Becoz its a inert pair. This concept you will study in class 11 chemistry chapter in p block.
Phosphorus is stable with both the valency but it is more with valency 5 than valency 3
